Sandbox - Why Shipping Services may not show in the Review Your Purchases page of the Checkout flow

I have defined shipping services on my item(s), but when I go through the Checkout flow in the Sandbox as a buyer, the Review Your Purchases page does not show a dropdown for the shipping services that the item has defined.
Instead all I see is a textbox for entering Shipping and Handling.
This should not happen when I define shipping services in my item.
It should show a dropdown with my shipping services defined and the total cost for all of the items being paid for indicated in each shipping service selection.
Why is this not happening?
Most likely the root cause of the problem in these cases is that the buyer for whom you are going through the Checkout flow was created using the Sandbox User Registration Tool (http://developer.ebay.com/DevZone/sandboxuser.asp).
Users created by this tool will have some "invalid" data points that you will need to manually change in order for the correct behavior in some situations such as this one.
Here is what you should do to "fix" the data:

1. Change the City, State and Country of the Registration Address so that they are valid (you may want to change the Zip Code as well, although the default is a valid Zip Code). You can make these changes from here:
For the US site: http://cgi4.sandbox.ebay.com/ws1/eBayISAPI.dll?ChangeRegistrationShow
For all international sites, use the domain of the country with this same URL,
for example, use http://cgi4.sandbox.ebay.fr/ws1/eBayISAPI.dll?ChangeRegistrationShow for France or http://cgi4.sandbox.ebay.de/ws1/eBayISAPI.dll?ChangeRegistrationShow for Germany or http://cgi4.sandbox.ebay.co.uk/ws1/eBayISAPI.dll?ChangeRegistrationShow for United Kingdom.

2. Update the default Shipping Address, and any other Shipping Addresses that you have defined so that the City, State, Country, and Zip Code are all valid. You can make these changes from here:
For the US site: http://payments.sandbox.ebay.com/ws/eBayISAPI.dll?ViewUserAddresses&cmd=standalone
For all international sites, use the domain of the country with this same URL,
for example, use http://payments.sandbox.ebay.fr/ws/eBayISAPI.dll?ViewUserAddresses&cmd=standalone for France or http://payments.sandbox.ebay.de/ws/eBayISAPI.dll?ViewUserAddresses&cmd=standalone for Germany or http://payments.sandbox.ebay.co.uk/ws/eBayISAPI.dll?ViewUserAddresses&cmd=standalone for United Kingdom.

When the Review Your Purchases page is presented, the buyer's addresses are checked in order to determine if the Shipping Services offered for the item(s) purchased apply to this buyer. The Shipping Services are shown only if the buyer's addresses are valid addresses for the Shipping Services defined.

In order to make it very quick and easy to create Sandbox users, these details are left out of the Sandbox User Registration Tool.
We strongly recommend that you fill in these details with valid data for users that you have created through the Sandbox User Registration Tool.
